Subject: Toxic Substances Control Act Regulated and Prohibited Chemicals
To Whom It May Concern:
In January 2021, the U.S. Environmental Protection Agency (USEPA) published a final rule
regulating/prohibiting the following Persistent, Bioaccumulative, and Toxic (PBT) chemicals pursuant to
the Toxic Substances Control Act (TSCA).
1. Phenol, isopropylated phosphate (PIP 3:1)
2. Decabromodiphenylether (DecaBDE)
3. 2,4,6-Tris(tert-butyl) phenol (2,4,6-TTBP)
4. Hexachlorobutadience (HCBD)
5. Pentachlorothiophenol (PCTP)
In 2024 additional chemicals were restricted including:
1. Trichloroethylene (TCE)
2. Perchloroethylene (PCE)
3. Carbon Tetrachloride (CTC)
Please be advised that Cliffs Steel Inc. (“Cliffs”) does not intentionally add or use products containing the
listed TSCA chemicals in or on our steel or steel products.
We continue to monitor for new developments or updates to TSCA and USEPA chemical requirements and
perform periodic reviews for any changes that may apply to Cliffs’ steel and steel products.
